This appears to be a combined RPi OS, ADS-B message decoder and data feed for ADSBExchange, similar to FlightAware's PiAware.

The download is a Zip.  I assume the image needs "burning" onto an SD card.  The instructions don't explain how to do that but I guess it's the same as that for the FlightAware image:

You then need to follow the instructions:

Quick and dirty setup -> If you do nothing else, do this: Before first boot, insert the microSD card into your PC/Mac/Workstation, and with a standard text editor:

Edit /boot/adsb-config.txt with your latitude, longitude, and altitude.
If you intend to use wifi, edit /boot/wpa_supplicant.conf with your Wifi SSID/Name and password.
Save the files, and safely eject the card, then insert in your Pi.
Once the Raspberry Pi boots, give it a few minutes, and visit https://adsbexchange.com/myip If you see two green smiley faces, you're good to go!

If you purchased a pre-installed SD card, maybe all you need to do is use a text editor to edit the config files.
