Extended Centrelines

Does anybody know how to create the 'standardized' extended runway center lines? Most ideal would be a tool that takes a coordinate and a bearing and from that generates an outline with the 10 nm indicators. Even an Excel formula would be a great help. I created the outline for EHVK with Jordan's webpage but I can't find a tool to generate the ECL's.
