No mention of fines there.
Seems to be better than cyclists in the middle of the high street avoiding prats who open doors without looking first !!

Agreed. I know many cyclists who've been knocked off their bikes by careless door opening. Others have been killed.
I plead guilty to "tabloid" headlines! :P
In mitigation- " The truth? It is already an offence to open a car door, or cause or permit it to be opened, so as to cause injury, punishable by a maximum fine of £1,000."
