Is it posible to use these outline Files in VRS?

No I'm afraid not. outlines are just a set of coordinates that the program use to draw lines between them. VRS is I believe HTML based and works of tiles of maps. I could be wrong, but I couldn't find how to use .out files.

I don't know how to convert the outlines to that format. I'm curious if that format can be used! What are the settings for that page in the custom content definition?

VRS is mostly Chinese for me so I'm afraid I can't help you with this one.
I added the page to the custom content manager and set it up as per your example but I don't see any areas on my map.
