Forgive my ignorance but - Is it theoretically possible to scan ATC to pilot communications at LHR and what is the legality of this?

You can own a scanner Legal
You can listen to ATC, Illegal
But with most of UK nobody will bother you. Just don't go around stating what you have heard.
There are numerous sites that list atc freqs

Thanks mhm. I couldn't find any that broadcast UK ATCs. Only US etc

The rebroadcasting of UK airband communications is illegal and sites that do are soon closed down.

No current online broad cast exists for LHR / or likely too, many freq`s exist for scanners -- the main ones being
