Could it be ZM405 A400 with wrong hex?

ZM405 = 43C5DF

http://www.live-military-mode-s.eu/ has a few indications based on call sign that Anmer is correct.

Just one switch wrong.

09 (09 hex) is 1001 in binary

13 (0D hex) is 1101 in binary
