So, outbounds have to wait for inbounds to clear and / or inbounds have to wait for outbounds so they can cross the northern runway track to get to the terminal. Hmm seems like a plan of sorts - not sure it will give the increase in capacity they want. "Strive for 55" was their moto - 55 movements per hour.
