Transfer settings to a new pc

I've been running PP on a virtual machine with Windows 7.
Is it possible to copy and transfer my current installation to a new PC running Windows 10?

Or, would I need to start from scratch?

Most PP settings are in a .ini file and some registry strings you can transfer. But any added outline/airfield files and so on would also need to be moved.

Licencing allows for 1 desktop install and 1 mobile laptop, So you can activate 2 with the original key.
Or if moving permanently you can send off the new unlicenced key and get a new activation
