Increase Not-country-allocated ICAO24

There seem to be an increase in usage of not-country-allocated ICAO24 codes
namely in the hex 260*** range.
All flights showing Alt and Squawk , the latter all in 1201 to 1222
Only in one instance a c/s was entered as CLASH presumeably used by 52FW ETAD

A few yrs ago they dropped using a Venezolean Block and besides their own tactical switchings now
they apparently adopted these unassigned Codes.

Anyone who knows about the squawks used, random or bunch assigned to particular Base ?
