If you have access to the relevant AIP packages maybe this can help you.
The AIP has the same structure in the EU I believe and if you select the table with all waypoints it should give you a column with the complete waypoint data. Select the column and paste it into a .wpt file and you are in business. I use the eAIP pages for my country, but the waypoints are normally found here: ENR 4.4 NAME CODE DESIGNATORS FOR SIGNIFICANT POINTS
Caution: It is a quick and dirty sheet in Libre Office fortmat but I believe Excel reads that too.

The Waypoints of Luxembourg are combined with those from Belgium and can be found here. Go to ENR 4.4 for the waypoint data.

You need to clear columns A,B,C and D.
Then you copy the table from the website and past the selection into Cell A4.
This should give you the complete waypoint entry in column G.

Checking for the data I found out that there is something different with the French notation. There is an extra space behind the coordinates besides the degree, minute and second sign
so I changed that in my editor to correct this. Which waypoints are on Belgian and Luxembourg territory is not specified.
I created both the files for Belgium/Luxembourg and France with today's AIP data. You can download them here.
They were created with the sheet.

Thanks for making the waypoints for me, I hope when I have a good outside antenna I would get planes above French and maybe Luxembourg area.
