A handy tool for your other queries to lookup what reg they should be allocated to.

http://www.avionictools.com/icao.php

US reg/HEX are pre-allocated so able to be worked out as the 'N' is a conversion from 'A' in binary. US range starts at A00000. A00001 = N1 :)
(except where owners reserve a 'special' one and can sometimes not be in sync with HEX they are programmed to)

Airframes.org must be using the same hex to reg formula.

It doesn't have A4B241 in its database but returns the "converted" reg.

Yep. I've not yet added similar to my own reg v country check. Canada is worked out similar I think

Conversion can help look at the suspected case with faa, to find the status. Although pending changes can be delayed

reg without the n to the end of the url

https://registry.faa.gov/aircraftinquiry/NNum_Results.aspx?NNumbertxt=401VP

shows reserved. (Which think can indicate it may also be able to operate with that hex. But a different registration than expected)

While the original shows changes pending
