The law prohibits photographing military installations without approval from a base commander.
Getting this type of permission takes a long time and most of the time is denied. In addition the
base commander will usually refer the request to an area commander or higher. Local media usually have an easier time and know what they are allowed to film or take photos of and are being escorted by the Public Affairs Officer or Military Police.

I know we have people on this site that take photos in the UK and elsewhere. Do the same rules apply to non US bases elsewhere?

Before I entered the military I use to do a lot of photography outside of NAS Miramar and never got into any serious trouble. I was asked what I was doing then asked to leave. Never had to give up film and they MP's and Secret Service were usually nice asking you to leave.
