It is possible. With the 2 digit Alpha/numeric IATA-Code and it's limit,
often the IATA-code is issued twice, but in a different Traffic-hemisphere and also different
business e.g. Western Hemi  Cargo Ops and Euro/african Hemi Pax/Regional Airline.
That is a disadvantage against the unique issued ICAO-system.
