Just to close off this thread.

The issue was caused by rogue files in the OperatorFlags folder, compounded by another OperatorFlags folder in the Virtual Store, which is not something I've seen before.

A fresh install of BaseStation outside of Program Files and some OperatorFlag file pruning resolved the issue.

Unfortunately I couldn't get BMPChk to install on skywarrior's PC.  Not sure why as Java appeared to be installed OK.
